If you are there at sunset, as are the scientists every day, you see the most magical of transformations: the golden glow that fills the sky to the west is first reflected in the water of the ocean and then shoots like a line of fire up through the gathering darkness of the plaza's stone floor, to reach its source in the cubic fountain. The court is breathtaking in its sublime power, opening at the edge of the continent to the Pacific Ocean and framing the light blue-on-dark-blue horizon line of the sea and sky.
Form comes from wonder. Wonder stems from our 'in touchness' with how we were made. One senses that nature records the process of what it makes, so that in what it makes there is also the records of how it was made. In touch with this record we are in wonder. This wonder gives rise to knowledge. But knowledge is related to other knowledge and this relation gives a sense of order, a sense of how they inter-relate in a harmony that makes all things exist. From knowledge to sense of order we then wink at wonder and say How am I doing, wonder?
You can’t make people use streets they have no reason to use. You can’t make people watch streets they do not want to watch. Safety on the streets by surveillance and mutual policing of one another sounds grim, but in real life it is not grim. The safety of the street works best, most casually, and with least frequent taint of hostility or suspicion precisely where people are using and most enjoying the city streets voluntarily and are least conscious, normally, that they are policing.
